Document Types Quick Guide

Four solicitation document types, their focus, what the client wants, and what Northstar Design Collaborative submits in response. Always read the actual document before classifying.
DocumentFocusClient WantsNorthstar Design Collaborative Submits
RFQ
Request for Qualifications
CompetencyProof of relevant experience for this specific scope, sector, and scaleResumes, headshots, photos of completed projects, SF 330 Part I & II
RFP
Request for Proposal
Objective/ApproachA decision tool: exactly how will you meet our goals and at what cost?Fee calculation + Letter of Objective + full scope of work (four instruments)
IDIQ
Indefinite Delivery, Indefinite Quantity
Flexibility/ReadinessPre-qualified firm available on short notice for task orders over a contract termFull qualifications package; pricing schedule for task-order work
On-Call ServicesReadinessPre-established contract; firm starts work immediately as projects ariseQualifications package; executed master agreement with pre-negotiated rates
Watch Out
Some clients do not clearly distinguish between RFQ and RFP. Some issue hybrid documents. Submitting a fee in response to a pure RFQ disqualifies you at many institutions. Submitting only qualifications in response to a full RFP costs you the job. Read the actual document before deciding which format applies. When in doubt, ask [Department Manager].

Standard Letter Templates

Four standard legal documents used in every Northstar Design Collaborative client engagement. Templates live in the standard templates folder; update the project name and date before every use. Never send without review.
01
Standard Document
Consultation Agreement
Binding contract included as final pages of every fee proposal. Key terms: 7-day termination notice; net-30 payment; reactivation fee after 4-month suspension; no work before signature. Supersedes all prior negotiations. Article II sets the maximum fee and phase breakdown.
02
Standard Document
Variance Letter
Issued when client requires insurance coverage beyond Northstar Design Collaborative's policy. Describes limited scope (drawings only; no products, no installation; 2–3 site visits per project). Cites 57+ year zero-claims record. Signed: CEO. Attached to proposal; does not modify Consultation Agreement.
03
Standard Document
Litigation Letter
Certification of legal status required by government/institutional clients. Standard language: "Northstar Design Collaborative is not or has not been involved in any active or pending litigation... nor have any current or former associates (within past five years)." Signed: Marcus Reid, FCSI, CSI, President.
04
Standard Document
Proposal Email Template
Standard email language for transmitting a completed proposal. Includes fee amount, invitation to review and contact with questions, instruction to sign and return or send AIA agreement. Signed with Associate's name. Always verify the recipient email before sending.

Fee Calculation Methods

Method A: Square Foot × Sector Rate
Most common method for kitchen projects
Step 1: Calculate equipment costKitchen SF × Sector $/SF = Equipment Cost
Step 2: Add specialty areasWalk-in SF × $300 + Hood LF × $3,000 etc.
Step 3: Apply fee %Total Equipment Cost × Sector Fee % = Proposed Fee
Example (K–12)1,167 SF × $300 = $350,100 + $49,200 cooler = $399,300 × 4% = $15,972
Method B: Equipment Budget Percentage
Used when client provides an equipment budget directly
FormulaFee ÷ Equipment Budget = Fee %
Example$17,400 ÷ $270,000 = 6.4%
Method C: Laundry (15-Lb Rule)
For hotel and institutional specialty service line projects
Standard hotelKeys × 15 lbs/day ÷ 7 hrs = lbs/hour capacity
Luxury hotelKeys × 20 lbs/day ÷ 7 hrs = lbs/hour capacity
CorrectionalInmates × 3 lbs/day ÷ 7 hrs = lbs/hour capacity
Example (200-key standard)200 × 15 = 3,000 lbs ÷ 7 = 428 lbs/hr → 2 washers + 3 dryers (200-lb)

Travel Billing (50-Mile Rule)

Travel Beyond 50 Miles from Atlanta, GA Office
Always billed as separate line items; never bundled into base fee
Site visit day rate$1,600/day (PM rate)
Mileage reimbursement$0.665/mile (IRS standard rate 2026)
Mileage formula(Office → Site + Site → Office) × Number of Meetings = Total Miles × $0.665
Additional meetings$225/hr beyond contract count (all personnel levels)

Payment Terms

TermDetail
Payment dueNet 30 days from receipt of invoice
Invoice date1st of each month or agreed-upon dates
Phase invoicingInvoiced at start of each phase per the phase percentage breakdown
Additional servicesBilled at hourly rates above; net 30
Suspension reactivationReactivation fee applies if project suspended 4+ consecutive months
Work initiationNo work begins before signature on Consultation Agreement or AIA agreement
Rule of the House
Travel costs are never bundled into the base fee. They are always stated as explicit separate line items in the proposal. A proposal that absorbs travel costs misrepresents Northstar Design Collaborative's true cost of service and undermines the firm's ability to recover those costs on extended or multi-visit projects.

From the Files
Blair County Prison: 4,900 SF / 490 residents / $52,000 approved fee. This is the correctional sector benchmark case. The language in the proposal used "residents" throughout at [Department Manager]'s direction. The CA percentage was increased beyond the standard 18% to account for heightened security coordination requirements during installation. Cite this case when explaining correctional sector pricing to any client or team member.

Pre-Flight Checklist

The mandatory quality check before any proposal leaves the office. Every box must be confirmed. A proposal sent without completing this checklist is a proposal sent at risk.

Content & Scope

  • Sector-specific independence paragraph correct (F&B, Professional Services, Correctional, Education, Healthcare, or Religious variant as appropriate)
  • Square footage stated for every designed area; rounded to whole numbers; matches the FTE/bed/key count and equipment budget
  • Two-paragraph intro only (context + scope); no marketing fluff; no framework labels (emotional, rational, critically) in client text
  • Letter of Objective included for all RFP responses (not required for RFQ)
  • Phase titles accurate (SD/DD/CD/BN/CA or variant format appropriate for this project type)
  • Meeting counts confirmed and stated explicitly; additional meetings billed at $225/hr language included
  • All spaces listed in the cover letter and in the Whereas clause of the Consultation Agreement
  • MasterSpec and MEP loads reviewed for coordination accuracy

Format & Compliance

  • Travel line items separated from base fee; $1,600/day + $0.665/mile beyond 50 miles from Atlanta, GA
  • Insurance limits stated ($2M/$5M Professional; $2M/$4M General Liability)
  • "Northstar Design Collaborative" lowercase, bold, #266889 throughout; never capitalized as a brand name
  • No em dashes anywhere in the document; use commas, semicolons, or full sentences instead
  • US state abbreviations only (GA, NC, FL, AL); never full state names in formal text
  • No juvenile phrasing ("we are pleased," "we hope," "we look forward," "thank you for the opportunity")
  • Round numbers in narrative (438 SF, not 437.86 SF)
  • Date and contact info current and correct; no stale dates from prior proposals

Risk Flags & Final Steps

  • Flags raised for any scope risks, undersized areas, or code conditions identified during document review
  • Variance letter attached if client requires coverage beyond current policy limits
  • Litigation letter attached if required by the RFQ/RFP solicitation documents
  • SF 330 selected using the bullseye method; five projects most relevant to this sector/architect/geography
  • Filed in Vantage CRM with two-paragraph narrative saved in the project record
  • Filed Year-Month-XX naming convention in DMS
  • Recipient email verified against the original RFP or inquiry email before sending
Expert Insight
"The square footage in the proposal is your protection. If scope grows from 400 SF to 1,200 SF, the written proposal proves what was contracted and gives the firm the right to request additional service compensation."
